Good Neighbor Authority
The Good Neighbor Authority was first developed in 1998 when the USFS and the Colorado State Forest Service (CSFS) sought to complete restoration projects more easily across ownership boundaries. GNA was passed in congress in the 2014 Farm Bill which authorized the US Forest Service to partner with any US State to perform watershed and forest restoration projects across ownership boundaries under one contract agreement.
